NEW YORK (AP) - Supporters plan to rally outside New York City Hall today urging action on a proposal to slap an $8 fee on motorists for the privilege of driving on congested streets.

The fee scheme is known as congestion pricing and it won the endorsement Thursday of a traffic study commission.

The panel has offered a scaled-back version of an earlier plan but keeps the fee. It would also impose a $1 surcharge for taxi rides in congested areas and higher rates for parking meters.

Estimates put annual revenue from the plan at nearly $500 million. The cash would go toward improving mass transit.

The proposal would also make New York the first city in the nation to charge money to drive downtown.

The plan still needs approval form City Council and the New York legislature.

Hello! This is NYC! Do you really expect it not to be congested? Has anyone been there? I served my mission there but this is ridiculous. Most people I knew didn't have cars and too mass transit. They should first find out where the cars are coming from.

On a second thought, should Lehi do this then this would wreck all havoc. Technically, since we have only limited entry in and out, perhaps we should get the "free" through Mainstreet and Lehi residents charged to use that venue? Hmm....
